That's not legally how sexual harassment is defined. Sexual misconduct? Absolutely. Jury is still out on whether or not there was any sexual harassment going on. It's a he-said/she-said at this point. It could very well be sexual harassment, but at the very least, there appears to have been some sexual misconduct going on.

I was at a company where you had to inform HR if you were going to date someone within the company in order to relieve them of any liability for sexual harassment. In my state you have to take sexual harassment training every year (maybe every other). You straight up can't have a relationship with a contractor without the risk of having it be sexual harassment. She has a $10,000 speaking fee. Of course she is going to take his calls and call him to get more speaking engagements. Even if she was attracted to him, he should have cleared it with someone before trying to have a relationship. You don't want someone as dumb as Mel Tucker leading your program.

He said Tracy criticized Harbaugh at some point for something (also brings up her much stronger criticism of Izzo). I would imagine if that quote exists it's regarding the Quinn Moffett case that was reported out this spring, but I can't find such a quote independently.

It is vague. If you could decode it and read the tea leaves, it insinuates that Tracy is unhappy with Michigan's coach and it might have to do with current event political topics that our coach has addressed in the past. But honestly, that is just my guess looking at the overlapping timelines and the topics already on the table.
