Getting to be pretty on-brand with the era of the transfer portal. Supposedly, recently signed a NIL deal with Iowa's main collective, and Iowa also had to self-report a Level III recruiting violation as a result of Proctor.
tl;dr - Went on a spring break trip with former Alabama teammates, and seems likely to transfer back to Alabama before Iowa's spring practice has even started

I'd guess there is a contract with the collective. So he either won't get the money or if he already got it he will be required to pay it back (with the assistance of the Bama NIL collective I'm sure).
Is any school gonna take a player to court to get that money back and risk them spilling how many violations took place to get the money to the player in the first place?
Now that they have contracts? Absolutely. Back when it was under the table? Absolutely not.
Also, I doubt the NCAA tries to enforce anything regarding NIL or transfers for a long while. How do you tamper with people who aren't employees? Which is the crux of any issue the NCAA wants to enforce right now.
This is exactly right. There are no rules and the courts have firmly said they can’t regulate NIL. So there is no reason the collective can’t get that money back.

Exactly. In this situation, it seems like two entities will want a few dollars - the first is the collective who reached an agreement with him - the second is Uncle Sam (when tax time arrives).

Pretty sure the NIL contracts can’t be structured in a way that requires said player to be enrolled at a specific college - though now that all the rules are suspended maybe they can

Reddit thread on this discusses all of the mercs. I guess Caleb Downs was on the same spring break trip as Proctor who is going back to Bama.
A reddit poster said that Lane Kiffin made "zero effort" to keep Judkins because Judkins allegedly threatened to hold himself out of games unless he got paid more. You have to take it all with a grain of salt, but the hope is that the merc culture breeds Texas A&M sized disappointment for OSU.
As far as Proctor goes it is reasonable that he didn't vibe with his new teammates and the spring break trip made him miss his friends from Alabama.

I think at this point if Alabama says he's eligible, then he's eligible. Might even get a full semester of credit for an off-campus internship for this semester.

If his Iowa credit transfers he comes back to Alabama as a grad student.
I read in an article that he is only eligible to play for Iowa and Alabama for this upcoming season, but he has to wait until April 15th to actually enter the portal. Probably something along the lines of previously enrolled at both schools.
