Absolutely no one with an NFL coaching job is interested in going to the NCAA level unless they have absolutely no other choice. That's been pretty clear from the off-season coaching moves we've seen.
I don't think there's a legal issue as long as you admit players are employees and put them under contract (yes the NCAA will fight that notion of employee status). There are various legal tools like non-compete agreements that could be used as well. Yes I know that non-competes are taking a general beating right now (and probably rightfully so), but hitting regular office drones and line cooks with non-competes isn't the same as an All-Conference caliber football player.

Let them keep trying the same shit over and over because they're certain it's only the cheating that's holding them back. The minute they actually look at themselves in the mirror and make changes, we'll be in a worse situation.

I think if it starts to operate more openly like a business, people won't feel the desire to donate. If people want to "contribute" to their local pro team, they can buy things like suite season tickets, or do corporate sponsorships (the official furniture supplier of the Detroit Lions). Those are transactions where the buyer at least gets something tangible in return (access to games, their logo somewhere in the stadium, etc.).
At a certain point, as a fan, you start to question whether you need to be giving more in addition to buying tickets, buying merch, watching games on TV. These teams and ADs are already making no shortage of money, so donor fatigue is going to be real, and I suspect will set in pretty quickly when the novelty of NIL wears off.
Maybe the conference payouts can be designed in such a way that they include contract agreements to clamp down on the constant transfer portal tampering. If the player is contractually bound to 2 or 3 years at a school, then that gets rid of at least a substantial component of the "re recruit your whole roster every year" problem.
Individually each of those ingredients is legally permissible. It's only when they're assembled in an unlicensed fabrication shop (i.e. the Brown Jug) that they transmute into one of the most heinously illegal substances known to mankind.

He's making decisions based on a RAPIDLY changing roster situation, and while I won't say it's a good look to bounce in and out of the portal like that, I think it's much more a product of the environment than any statement on GWIII's ability to "figure things out."

It's just that I've watched recent PAC games on TV and the atmosphere is noticeably different. The Rose Bowl is freakin empty when UCLA plays home games, so is Stanford's stadium. I agree people should enjoy things, but it objectively looks like it's not large numbers of people in the case of some of these west coast schools, and Stanford in particular.
The CFB arms race has probably contributed to that by making mid-size ADs less able to compete, and I don't cheer that reality on. I'd like nothing more than to go back to before Maryland and Rutgers joined the B1G. But this is the reality we live in, and I don't think it's worthwhile to pretend that Stanford has a comparable level of fan engagement as Michigan.
It's not so much the pay as the presence or absence of rules and contracts around the pay that are the problem. Pro leagues don't have that problem because it's not free agency free-for-all every single offseason, with functionally no caps on rosters.
Their home football attendance doesn't really agree. I don't think that's a campus community that really cares, at least not relative to B1G or SEC schools.

It's good information and interesting to follow live, but I feel like simply seeing what happens on social media (and/or the inevitable MgoBoard live thread) will be sufficient in terms of knowing what happens in close to real time.
The AD hired 2 great strength coaches in Herbert and Sanderson before they were great. It is perfectly reasonable to be confident that the AD can repeat that performance.
