I'm not inherently opposed to the idea of further expansion, but there isn't a hell of a lot of room for expansion of the footprint of the stadium structure, especially on the south end of the property.
An expansion like the one envisioned would significantly cut into the space outside the stadium for circulation, which would force a large portion of pedestrian movement underneath the new structure. I'm not sure that's going to be efficient from a facility management standpoint.
Even if it was deemed architecturally feasible, I doubt the Regents and AD would consider such a major expansion at this point in time given the iffy nature of college football attendance in general.
According to Google maps, it would fit, almost completely covering all of the outdoor walkways around the north and south ends.

Theoretical head count total please.
Doing a few rough calculations (area under the curve and 2D), and assuming the fan density is the same as the bottom deck, it would come out to about .38 or a 38% increase. So, at 107,601 x 1.38 = 148,489.38. So, you could fit, roughly, 148, 489 and a Kevin Hart. Or, if you stay with tradition, it would be 148,489.38 + 1 (Pour one out for Fitz!). So, 148,490 when it's rounded down (Kevin Hart isn't a fan).
These were roughly estimated (obviously) but the results are pretty damn close. There's a +/- (assuredly + because I did 2D, instead of 3D) but there's for sure an error here, of a couple hundred seats (at least). If you need exact stuff, go figure that out and I'll concede to the mathematician in the ranks.
If attendance is a problem, lower the ticket price.
A ticket to the OSU game 20 years ago was like $35.

I've played it. It's not a great course. The condition of the course stinks too. But that's to be expected since its true main purpose is a mass tailgating land.
Michigan hasn't hosted a home golf meet in many years on the men's side. Also ain't getting NCAA consideration.
Radrick Farms is a course that is M-owned. Make that the new home course and redevelop the land. Think of what could be done turning that land into a new expansion of the athletic campus.

My favorite part would be how much noise would be kept in. Surprised how well it looks. It still keeps the bowl design and good sight lines that you point out. Could expand seats a little while still expanding total capacity. cool design.

Again, great work. This is definitely the best way to add, the previous one had seats where you couldn’t see anything without binoculars. It also would capture a lot of the crowd noise that is currently lost.

I'm not in favor of it, major change seems unwanted. I have to say, the new structures just seem like part of it now so who knows...that said, the students don't sit in the assigned seats, they crush down to the bottom and make the section look empty. I am not saying they all show up, but a large number do move down and pack it in. maybe the 'stand the whole game' crowd could move down to that end of the stadium and stand with the students giving a little more seat room for the rest of us.

I’ll be honest, I would pay a lot (to me) to make that happen. I would throw in $1000/season for 5 seasons to do that. I doubt that ~$200Mill would be enough to get that done (~40,000 non student season tickets x $1000 x 5 years), but damn it would be a start. The home field advantage would be insane.
In my mind, this is the must-have next step in the evolution of this stadium (as much as a absolutely love the upper deck idea). A retractable roof would completely change both the atmosphere and the willingness of people to attend games. Shade in the early season, rain/snow cover in the late season. The only problem is, as you said, justifying the cost.
The cost to engineer and build it, even if it was just a non-temperature controller environment would be insane. I can’t even venture a guess other than my $200 million figure is probably too low by about what... half?

If any upper deck was added to the Big House, it would essentially have to be added vertically or else anyone in that upper deck would literally not be able to see the game

I do agree that a second deck would need to be much steeper than the original bowl though.

Right. The angle of those seats would need to be pretty steep. (I wish they were all steeper, but I've complained about that before.)
