That the organization that puts a regional in a 2500-seat practice arena would care to make sure the facility would have decent ice?

You'd expect that an NHL practice arena would have A+ ice.
You would think so, but they probably didn't take into consideration having a packed house when normally a much smaller number of people in that building.
