My only question is what part of this is not computer generated? I assume that a human came up with the script, but I would be tickled if that were not the case.

Yes -- in this case, a human typed up a script and copy/pasted it into an AI bot that mimics Harbaugh's voice.
Once you have the script, it takes just a minute for the bot to crate the .mp4 file with the audio. There are numerous sites that have a number of celebrities that you can use. Scary stuff.

I imagine tone of voice, timing is all AI with some parameters (e.g., angry, sad, etc.). Impressive and scary. Can't wait to see an AI-generated Harbaugh doing borscht belt stand up comedy.

I heard a story on a NYT podcast about an attorney who was duped into thinking his son had been arrested for a DUI. The perpetrators used a voice matching technology and called the guy pretending to be the son. The father was completely fooled and ended up paying $9000 bail money to what he thought was the court. After he paid the money, he called the son, assuming he had gotten out of jail. The son said,”I wasn’t in jail.” And then they figured out it had been a scam using AI. Very chilling.

Our family created a "family-only" word when the kids were little. Any stranger who approached one of the kids saying that their parents wanted them to do something or go somewhere? Needed to know that special word or the kid would know it was a false request.
