They can't control what you do on other sites -- you just can't sell them directly via Ticketmaster's resale option. Nothing stopping people from selling them elsewhere and then transferring them.
If you're a member of the Alumni Association there is a ticket exchange forum. You would wind up transferring the tickets and work out any payment directly with whoever is interested.
You could also list them on StubHub or similar -- for this particular game I wouldn't be too concerned about visiting fans buying them. In any case, Hawkeyes are much nicer than Buckeyes.
