But he can be on the road recruiting and coaching in the bowl game now because they need someone to do it. Just because he's doing those things now doesn't make him a full fledged coach from 2018 onward.

He can't go recruiting now regardless of whether or not he's a coach because its a dead period in recruiting until Jan 11th. No in-person contact is allowed. You can text, but coaches can't talk in-person to anyone. Including the players at the school they are practicing at.
You're kinda right on the on-field part though. Only 9 coaches and 4 GAs are allowed to directly work with players during practice. Although I'd imagine analyts and whatnot are allowed to be on the sidelines observing since plenty of other members of the staff (PR, trainers, etc) are allowed. Analysts just can't coach during practice.

Yeah. The only new bit of info is that he will be on the field coaching, but I think we all assumed that since he was added as a temporary coach.

for Smith, but does this mean anything in that regard? He had already taken over his recruiting responsibility. It wouldn't make sense to not use him on the field for bowl practices.
For the permanent job it could be a tryout. Could be he was getting Smith's job all along and that's why Harbaugh didn't try to keep him. Could be they have someone else in mind who isn't available yet. I'll pick option #2.

This is basically the same thing that Partridge went through when Durkin left for Maryland. He was promoted from player personnel to line backers coach for the bowl game. He got a official contract after that.

We don't really know how good of a recruiter he is because he was never able to be on the road to recruit.
I have to think he would be a great recruiter.
- not super old
- NFL experience
- ties to south Florida
- dynamic personality (I think Sam Webb said that)

All of the support staff get to interact with recruits and their families when they visit campus. Bush is the one Harbaugh chose to put on the road as a recruiter. He could have easily chosen someone else like Scott Turner, who is expected to be named a full time coach.

Sam Webb said he is great with the families when they are on campus. He is able to relate to the parents and makes them feel at home and good about sending their kid to Michigan.

It makes sense with Smith leaving and this perhaps being a chance to audtion for that job. He is probably going to be offered a position coach job at some point soon so this is a a good opportunity for him and Michigan.
