Where did the $95M Mel Tucker is paid to "rebuild" MSU narrative come from?

I'm not only hearing this MSU is rebuilding narrative from MSU alum in-laws and co-workers, it is leaking into Detroit News and Free Press coverage of the team, which seems to be rewriting history to rationalize regression. MSU was ranked top 15 to begin the season. And pre-season predictions by Spartans and their media had them building on their 2021 success, with everyone predicting 8 to 11 wins.

I can not find any predicted regress to a 3 or 4 win season. I can not find any mention of a supposed rebuild, let alone a multi-year rebuild because Mark Dantonio supposedly blew up the program on the way out (10-3, 7-6, 7-6). What "dumper fire" did Dantonio leave? When he retired, MSU's football program had top 20 revenue, according to the Wall Street Journal. https://graphics.wsj.com/table/NCAA_2019

Every program and fanbase does this with new coaches. They all move the goal posts for a few years. If Michigan had done what they should have done, the honeymoon would’ve been over for him already. The real issue for them is they gave him an insane amount of money when he is grossly unproven as a head coach and now they feel as if they have to come up with excuses to justify the investment.

It’s pretty normal for new coaches to experience a slump in year #3. It happened to Hoke and it happened to Harbaugh. The reason is that the experienced players from the last regime are now mostly gone and this is the year where you suffer for the transition year’s recruiting class. 
 

The thing is: some coaches rebound from this and others do not. Hoke did not, Harbaugh did.
 

(And you could make the argument that, because of his use of the transfer portal, Tucker is less dependent on recruiting classes - meaning the suck this year is more “real.”)
