Slightly OT: What's the one in-game rule change that you would make?
College football is considering getting rid of the clock stoppage after first downs.
The XFL has an interesting kickoff situation.
Banning the charge seems to be gaining momentum after the Ja and Giannis injuries this past weekend. I hope that they don't get rid of it altogether. They need to make sure you only get a charge if the defender is actually playing defense.
Taking the charge rule is the most Duke play I can think of. Shane Battier damn near became an all-American by stepping in front of people. Now it has become a staple of defense. The game rewards players for running to a spot with no intention of actually playing defense.
I'd like to see college adopt the two feet inbounds rule for a catch.

Why?
This is one of several rules where I think the college rules are better than the NFL rules.

No more refs patting the butt of OSU players during The Game

Get rid of the 3 point line for a season and see how much that fucks up every coaches game plan.
Basketball - when a big man catches the ball down low, turns and drives his shoulder into his defender and knocks him back 12-18 inches, over and over again, it's an offensive foul.
If there is a video review, split screen and run a commercial on half the screen. What really drives me crazy is when they have the tv viewers watch a 2 minute video review and then go to commercial.

Don't call a foul when the block is clean.
If a player is short of the first down line, don't give them a first down.
Tunnel fights should be pre-determined and an equal number of participants for each team selected.

In football: spiking the ball (to stop the clock) should be penalized the same as any other intentional grounding call (since that's what it is). I know this is just a niggle and would only usually amount to 1-2 yards. But still.
In soccer (the other football): eliminate penalty shoot-outs and instead progressively remove players from the field during the course of overtime; bring back the golden goal at the 15 minute mark of overtime.
In basketball (replied previously above): give teams the option to retain possession when fouled. Instead, reduce the shot clock to 10 seconds during the final minute of the game.

I like this one, but instead of the shootout, after 15 or 20 minutes or so, remove the goalie, with an equal number of players required on both side of midfield.

Adding a shot clock to high school basketball. haha. I am still bitter that my kids HS team got eliminated 2 years in a row because one of the teams was good at playing keep away once they got a lead. Final scores in their playoff games were something like 43 - 40 and the opposing team would keep possession of the ball for as much as 3 minutes at a time.

Over the summer each sponsor of college sports MUST change to a completely new ad campaign. No repeats, no spinoffs, no old characters. I'm so sick of the Dr Pepper stadium guy/Fansville campaign (did you realize this pustule started BEFORE the 4 team playoff?!) I'm considering taking up Victorian England novels ("oh Heathcliff" oh gag me) instead of college football.

Get rid of the foul-to-save-clock portion of basketball games. A close game with little time left is the best part of every other sport and it's almost unwatchable in basketball.
I'd do that by allowing the team that was fouled the option of running off the shot clock (so if there's 20 seconds left on the shot clock, they take those 20 seconds off the game clock). That way you can't save time by fouling. Probably only apply that when there's not much time left (maybe 2 minutes or under left in the game).
Targeting needs to go.
NFL: Eliminate the spot foul for DPI. You're rewarding a team for NOT making the play. 15 yards is plenty.
All football, but especially the NFL: Clean up roughing the passer. Far too many soft calls at both levels of the game.
Just call all the instances of blocking downfield and WR's holding and I'd be happy. To go with it add a standard 5 or 10 second count from the time the FJ places the ball to allow proper evaluation of substitutions and create a consistency in pace or play.
One TV break per score - kick - 1st down or 3rd down - punt - 1st down.
In the case of injury, players guilty of targeting, and other players who tackle with a clear intent to injure, should be out the same number of games as the player they injured.
Coaches who coach and/or pay bounties for injuring opposing players should be permanently banned.
