The wording does make it seem like it’s still on the table, but it seems like the softest way to say that. I’m speculating, but I would think he would say “the Big Ten is considering a wide range of options, including suspension… etc.” if his “source” said the Big Ten was still seriously considering it. This is also an espn account, and while Adam has been fairly accurate in comparison to his colleague, if they could sensationalize this I think they would.

Pay the fine, but only on the condition that the B1G issue a public statement that says "We totally fucked up and issued a notice based solely on two things: false reporting from ESPN (and bandwagon networks) and other teams in the conference telling us they are really mad about losing to Michigan.  We hereby accept with gratitude Michigan's money, which we will use to fund a retainer for a search firm to assist in finding a replacement league commissioner."

Well, ackshually, that's present perfect tense, not past tense, so perhaps we're not yet off the hook?  Might still be suspension AND a fine, which I wouldn't put past Pettiti and Friends to try to one-up UM.

I'd still fight it if I were Michigan.

I'd say there's just as much proof that Harbaugh was involved as Ryan Day and Greg Schiano, so if you find Harbaugh you HAVE to find Day and Schiano as well.
