He should be credited. Thus team is put together by Harbaugh, and during the week he is the head coach. The team doesn't look as good without him as they do with him.

University decision for who gets the win.
I imagine since UM suspended him earlier they wouldn't give him credit for those. But since they didnt agree with this suspension they are fine crediting him.

Earlier suspensions were by the university, not the NCAA.

Correct, but it was in response to the NCAA BurgerGate investigation. Current suspension is because of the B1G's bullshit. Either way I think the school gets to choose, but they kind of agreed with the first suspension, not the second so maybe that's why there's a difference?

I think his suspension runs until midnight on Saturday. I believe the wording was he cannot be at the venue on the day of a game (so Michigan Stadium this week), so he'll be able to meet the team back at Schembechler Hall after to celebrate.

Jim Harbaugh isn't specifically suspended, to my understanding.
Instead, the position of head football coach is suspended by the B1G, because it is synonymous with the school and the football team, and the B1G only has power to sanction the school (or an individual they found to have engaged in wrongdoing).
With no evidence that Harbaugh did anything wrong, he is not personally suspended, so it only makes sense to credit Harbaugh with the wins, at minimum as a GFY to the B1G.
I still think the school should announce he has been demoted to the Associate Head Coach and Director of Player Morale for a game, and will not be acting as Head Coach against Ohio State. Since he is not personally suspended there's no reason he can't be.
