Yes, the expanded 12 team playoff will help Michigan, since the runner up in the B1G will be making the playoffs in most seasons and Michigan has a shot at this 2nd place finish. I would take a 7-5 season with a win over OSU rather than a 10 win season and another blowout loss. So, I hope he focuses very hard on defeating OSU!

Yeah, I mean, it's fine. It's a good step, though there is a lot to do to become competitive with OSU. But it puts some more focus on the rivalry, which is never bad. If Michigan was a clear #2 to OSU in the conference, it would matter a bit more.
I'll never complain about something that focuses Michigan more on our rivalries, though.
