2023-24 NCAA D1 Manual verbiage around scouting

Here is the verbiage from 23-24 NCAA D1 Manual:

11.6 Scouting of Opponents.
11.6.1 Off-Campus, In-Person Scouting Prohibition. Off-campus, in-person scouting of future opponents (in the same season) is prohibited, except as provided in Bylaws 11.6.1.1 and 11.6.1.2. (Adopted: 1/11/94 effective 8/1/94, Revised: 1/14/97 effective 8/1/97, 1/19/13 effective 8/1/13, 1/15/14)
11.6.1.1 Exception -- Same Event at the Same Site. An institutional staff member may scout future opponents also participating in the same event at the same site. (Revised: 1/11/94 effective 8/1/94, 10/28/97 effective 8/1/98, 1/19/13 effective 8/1/13, 9/19/13, 2/7/20, 6/30/21 effective 8/1/21)
11.6.1.2 Exception -- Conference or NCAA Championships. An institutional staff member may attend a contest in the institution's conference championship or an NCAA championship contest in which a future opponent participates (e.g., an opponent on the institution's spring nonchampionship-segment schedule participates in a fall conference or NCAA championship). (Adopted: 1/15/14, Revised: 2/7/20, 6/30/21 effective 8/1/21)

So, worst case, say the NCAA actually has proof of these shenanigans... what's the penalty?  A free spin the NCAA Wheel of Punishment, or do they actually have rules they follow?

Yep which is why you wouldn’t have your staff member taking film. This is so stupid. Pay your nephew $25 to film the DB coach throwing signals. Leads me to believe this is nothing. Like I said: unless you have a recording of a on payroll UM staffer going: “hey guys! Just here scouting so and so and stealing signs”… you have nothing. Even if there were a staffer at a future opponent game - that’s clearly allowed and people happen to film sporting events.

Exactly, isn't this why teams have multiple people putting up signs?  Nobody knows who has the real play call except for the team itself.

The only way this is a major scandal is if they are using some sort of technology (listening device) or are paying folks on other team to give inside information - I would imagine those would both be criminal fraud.

Hmm, so an opposing team can dress a person in Michigan gear, give him a camera, and position him to capture their signals all game long. Then claim it was somebody sent by Michigan stealing signs. It sounds so dumb and easy to set somebody up. Unless it’s Harbaugh himself with a camera in hand during his suspension I would call B.S. on any accusations and evidence presented.

All you have done in these threads is hyperventilate over the news today and be a complete doomer. Yeah the news as fans is frustrating to hear because it's out of our control over what happens and we don't know yet what is even true. I bet you $1 they will not be getting "ratfucked." And I bet you another dollar that your BP is through the roof.

The type of stupid chicken shit nonsense that the NCAA insists on focusing on blows my mind.  There has to be something that Michigan is doing to keep drawing NCAA's attention - and no, I do not believe for a second that it is because we keep breaching the NCAA rules and no other program is.  It feels like we handle them the wrong way and it just entices NCAA to keep using us as a punching bag.  Fuckin in person attendance at off site games, seriously?

So, 11.6.1.1 "Same Event at the Same Site" meaning you can scout them when you play them or when they're in the same venue as part of the same tournament (e.g., conference tournament at a single site, NCAA tournament in a pod site, the Bahamas / Atlantis and holiday tournaments)

11.6.1.2, in the dictionary under redundant it says "see redundant".

What a bunch of fuckin' tools.  Scouting has been a part of sports for forever.  Our high school teams had scouts that went to games across town for future game prep.  Only the ncaa would be this obtuse.

In the verbiage I see "institutional staff member" more than once.   To me that would be a paid employee and not some super fan.    Does that mean a super fan could do in-person scouting for free and pass on findings to the coaching staff?

I don't think this does anything to Michigan, the institution. It does, however, further push Jim out the door and mar this season's success with an "asterisk" that dumb people in opposing fan bases will point to for years to come.

The wind blows strongest at the top of the mountain. Fuck em. Win it all and send Jim out with a national championship and a legacy that no amount of cheese burgers and hand signals can take away.
