Targeting Rules are worthless: Devin Gardner

Long drive back to Grand Rapids and just now getting in the door. I wanted to both vent and get some perspective on the late hit on Gardner as he rushed for a TD in the second half of the Indiana game. Not only did the defender hit him waaaaaay late, but he launched at him and went high which drew only a personal foul. The result could have been disastrous for our team and the health of our QB, but there are absolutely ZERO consequences to this type of dirty play. We get 15 yds on the kick-off which naturally leads to the inevitable touchback anyway. There was no real penalty for IU. This rule needs to be changed and the 15 yd penalty should be assessed from the spot of the return. If they allow a touchback, they should get it on their own 10. If they return the kick for a TD, it should come back to the kicking team's 15 yd line. This would potentially provide at least some benefit to the team targeted with this type of play and perhaps eliminate that type of hit by the defender. Any other ideas on this topic?
