Just tried at 1:02 and it said the same thing....
Looks like the new "day" starts at 12:00AM Pacific Time. I tried voting about an hour ago and was told I had already voted today. Tried again now and it worked.
Just voted and still up 40-36.

those are the official rules although when i vote in the morning and then try after 3pm it says I have already voted today.
