Two new in-state football offers today
Michigan has been sending out a bunch of new offers lately, mostly to 2019 prospects with some 2020 and 2021 players mixed in.
The first is West Bloomfield S/LB Makari Paige, a 2020 kid who plays for former Michigan WR Ronald Bellamy. He's 6'4", 187 lbs. and is a teammate of 2019 LB Lance Dixon, who also has a Michigan offer.
The second is 6'2", 200 lb. Marcel Lewis from Chippewa Valley, who already has an offer from MSU (and some other small-ish schools). He's from the class of 2019.
I think it's significant that Michigan is going after some of these in-state kids who aren't necessarily national big-timers, at least not yet. The new coaches hit the road quickly, and they seem to bringing a bit more, uh, pep in their step.

Reading what insiders write on recruiting sites is looking and investigating for myself. There really isn't much more I could do other than sitting outside Pep's office listening to his phone conversations or tracking his flights to try and figure out where he is and isn't recruiting.
I am sorry my opinion on Pep hurts your feelings so much. It was more of a joke in alignment with the thinly veiled one in the OP's last sentence anyway. You know, the OP that is somewhat of an insider with connections to the football program.

He could be, but he's got the speed to play safety, IMO. He reminds me of J'Marick Woods a little bit, though I think Paige is quicker.

Sorry if these are obvious questions, but how much should one expect a kid like Paige to grow? If he's 6'4" and 187 as a high school sophomore, does this mean he'll be something like 6'5" and 210?
And isn't that pretty big for a safety? I can't think of any 6'5" safeties off the top of my head. If he's that big and quicker than J'Marick Woods, that sounds pretty good to me.

Not to be evasive, but growth depends largely on the kid, his genetics, his commitment to the weight room, etc. It's really hard to say from an outsider's perspective. Usually these measurements are inflated a bit, so if he's listed at 6'4", he's probably 6'2" or 6'3". Some kids stop growing as sophomores, and some kids keep growing until they're 20 or so. I wouldn't expect him to stay as thin as he is, but Drake Harris is an example of a 6'4" kid who really had trouble adding weight. Channing Stribling is another guy at Michigan who never added much weight once he was in college.
If he gets to be 6'5" and 210 lbs., that is pretty big for a safety. I'm guessing that won't be the case. He'll either be 6'3" or 6'4" and 210 lbs. to be a safety, or he'll add some additional weight and become an outside linebacker.

They've offered two kids in Ohio this month: 2020 OT Paris Johnson and 2019 LB Cade Stover.

Apparently Harbaugh has seen the error of his ways and is going back to the basics. MSU and Wisconsin (7 recruits from Michigan in 2018) were taking advantage of UofM's focus on the East Coast and Southeastern US and bringing in kids from Michigan and Ohio that were legitimate Big 10 material. Glad to see this reversal by Harbaugh. Very difficult to compete with elite programs and regional powers when you're not an elite program. Once JH gets the program on a level with OSU, he can spend more time looking harder outside the Midwest.

Marcel Lewis is a good kid. He's a playmaker. Blocked some extra points and caused some fumbles in late game situations. Goes to same HS as my son. Should improve even more next year.
