Probably not a coincidence given that all of Colorado, CSU and Wyoming have had games cancelled this week.
CU can pick either CSU or Wyoming now - both schools are geographically close to Boulder, of course.

You think it’s sane for teams, in the midst of an unprecedented surge, to schedule games against teams that may not have the same safety protocols. That’s why this country is so fucked up.

If you read the article, it specifically says that non-conference teams must be following the same safety protocols as the PAC-12.
The approval now gives schools the flexibility to schedule additional games if there are any cancellations due to COVID-19 and if the non-conference opponent meets the requirements the conference laid out, including following all Pac-12 testing and COVID-19 protocols.
