Throttled nearly to 0 kb/s by my European ISP almost immediately over here.
ETA: fixed my issue with different software and going to a cafe, so now I'm up to 80% and going strong. But there are no peers seeding the file with 100% of it downloaded. They're all at 99.9%. Hopefully mgoarchive comes back online to seed everybody the remaining 0.1%, if not having it actually interferes with viewing part of the game.

Yep, stuck at 99% as well.
Update: I'm playing it at 99% completed using VLC player. Colors are a bit off but it's running--so far.

Qbittorrent has this weird bug that if you save the .torrent file during the .torrent creation process into the same directory as what you're making the .torrent file from, the resulting .torrent will only progress to 99.9%. I'll try to remember not to do this going forward.
99.9% gets you everything though, the video file will play back just fine.

I love that you provide these. Our crew spent all day trying to find better than a messed up audio version on YouTube. Question: Why are they .ts files? This is the hardest format for us to work with.

They're .ts files because that's how it comes out of the cable box - it's the raw stream. I recommend using VideoRedo. You can download the v6 public beta for free; it's time limited (the beta expires every 14 days/until the next beta version is released) but it works fine - https://www.videoredo.com/en/Products_TVSuite_V6.html
Or you can drop ~$100 on the v5 version.
