Honestly playing 10 games against the ACC would not be much of an upgrade to their strength of schedule, if any. You have Clemson, then a few teams that should be good but can't seem to sustain any success (FSU, Miami, Louisville and maybe Virginia) and then several programs that just can't put anything together. When they get curb stomped by Clemson in the regular season game and or championship game then their hopes of playing in the playoff go out the window.
I am all for whatever makes ND look bad, this could be it.
UNC should be pretty decent as well. The issue is depth in the ACC. After Clemson you have no other top tier programs like Michigan, WI, PSU on a consistent basis.
This is nothing more than the ACC making a grab at money by getting the ND hype machine in place of some other ACC stiff against Clemson. Far more in ratings and revenue hawking ND-Clemson, than in hawking another VT-Clemson 'mercy rule' type affair...

To me, it sounds like they are trying to make themselves look good by saying that they are playing in the championship game (IF THEY WIN THEIR LEAGUE GAMES).
