So the NCAA thinks schools are going to cooperate to avoid post season ban instead of saying nothing and getting no penalty.

Translation: “Even if we find no evidence of wrongdoing, if you don’t self-incriminate to our satisfaction we’ll still punish you.”

This is police-level “we got you on [crime], if you just admit it then we’ll tell the judge that you cooperated.” Surprise! Your confession is the only evidence they have.

What constitutes “exemplary cooperation”?

  • A coupon to the local rub and tug?
  • A few free swings at a Harbaugh piñata?
  • A signed copy of John U Bacon's Let them Lead?
  • A free work out session with Ben Herbert?
  • A Baby's arm holding an apple?

Is this a threat or a promise?

I'd say for most teams, not having to play in the Myrtle Beach, R&L Carriers, Isleta New Mexico or the Scooters Coffee Frisco Bowl is a prize, not a punishment.
