I’ve often wondered if those other conferences do all that the Big Ten does.  If it’s something we can just slide into, great.  If we have to rebuild everything, that will take time/effort.  I’ve only ever worked at a Big Ten so I don’t know what others do.

The Regents may have…

The Regents may have discussed it and it may have been cathartic to do so.  But I hope if it got serious, they would have been informed how much is involved in unwinding our many connections to our Big Ten peers (via the conference and academic alliance).  As mad as I am at the Big Ten, this would be a loss for us.  We like to think only the conference would suffer but UM would also be the worse for it. I don’t see us easily replacing the things we get through the alliance.

You should consider attending the softball banquet, or send someone from staff.  More than a few clues dropped about who’s planning to stay.

Ultimately it’s not Admissions that determines residency.  They make an initial determination based on some rules of thumb, but formal appeals go through a different office.

You're right that cheaper tuition would increase Ohio enrollment, but if you look at the bigger picture, UM already has strong out of state demand from all over the country.  I don’t know what the argument is for lowering tuition for Ohio students so we can enroll more from there (and fewer from other states, presumably).  

There are some states which enter reciprocity agreements with each other, and there are institutions which participate in compacts where were students from specific states or geographic regions qualified for lower tuition. But these are most often found at institutions that wouldn’t have a strong pipeline without it.  Wisconsin’s agreement with Minnesota would be one exception. I don’t know any others that really fit.  If UM were going to enter into something like this, I think it would be with a State that brought some interesting geographic diversity to campus. Doing so with another Midwestern State doesn’t do that.  

The other argument is just to do it because we want to be nice to Ohio kids. I think the institution would need more convincing.

The basic principle is that if your primary reason for moving in Michigan was to attend school, then you can’t establish residency this way.  I think it would be potentially challenging for a 18-year old to demonstrate that a move to Michigan was for something other than to try to attend UM more cheaply.  But I don’t know.  It’s easier, I think, than for a person who enrolls and then starts all these steps.  Still seems like a big gamble.
