Seems to me the only true violation of the in person scouting is Stalions on the sideline of the CMU game. This doesn't seem nearly as uncompetitive of the likes of Rutgers and OSU providing signs to Purdue ahead of the Big Ten Title game.
Let's kill two birds with one stone with some actual contrapasso. The fine for Michigan, and the group we'll call "the Colluders" (OSU, Rutgers, Purdue, and anyone else a due process investigation shows as being guilty) should pay for the implementation of electronic communication for all teams that played in "tainted" games.
Seems like this cost will be covered by 1% of the alcohol sales at the first game that's possible. It will impact Michigan about as much as the in person scouting impacted the outcome of those games.
