The first investigation was in 1998. No charges were filed against Sandusky. Paterno knew of the investigation* then went ahead and rehired Sandusky for another year as DC. Sandusky then retired (nice that his last home game was a loss to Michigan). They then gave Sandusky 'Emeritus' status and keys to the Lasch building.
That means the victim in this new story was sexually abused after they all knew Sandusky was an evil pervert child molester.
*For years after this broke in 2011 Penn State fans and his rat bastard family claimed Paterno didn't know about the 1998 investigation. There was an email from one of the administrators to another discussing the Sandusky investigation with the one saying that 'coach' wanted to know the status. Penn State fans and his rat bastard family said Sandusky was the coach who was asking. Stupid point as Sandusky didn't know he was being investigated. In Curley's (Penn State AD at the time) or Schultz's (Finance guy in charge of the Penn State campus police) trial, one of them finally admitted that 'coach' in the 1998 email was Paterno.

Paterno knew, and I’d go so far as to suggest that he may have been a pedophile himself. Criminology research suggests that institutional pedophiles are almost always protected and enabled by other pedophiles — they work in groups and it “normalizes” the behavior. Without others protecting them, the behavior is so aberrant, that “normal” people in the institution act to remove the offender. The fact that the offenses went of for so long is even more evidence that it wasn’t only the one guy. The desire to win more isn’t likely enough motivation given the risk if they’re caught. The was a similar situation at the Texas Juvenile Detention Facility several years ago in which he ENTIRE staff turned out to be pedophiles that created a hive of sorts. I have no doubt that PSU was the same and Paterno was likely involved. No DC is that valuable.

Despite no evidence in this particular case besides complete conjecture, and it comes off completely irresponsible to call out Joe Pa himself as a pedophile without one single individual coming out to accuse him of such actions...
I like what your selling, simply because I despise him and that institution so much. And I like it, because either way, he was a scumbag and enabling Sandusky is just as bad as committing the act himself.
I was going to use radical Islamic mosques breeding terrorism as an example, but I don't want to bring out the PC warriors- so I'll go with scientology which is much safer to shit on in this political climate.
There are many physical and mental abuses that occur within the church of scientology. Much of it is known by many if not all of the higher ups. However, many of them are not committing the abuse like the head of their church and a few others, yet they shut up and look the other way.
Point is, there is a slight probability to your theory being correct, but it is most likely not true, just because victims would have probably come out by now, especially given the massive settlements they could have received once the whole thing started to unravel.
All that said, because Joe Pa is a scumbag that knew, I'll buy your theory, and think of him as a serial pedophile as well. He created the environment for it anyway, so might as well just see him as a complete monster as well, with no room for debate.

Yes, you’re right, it is irresponsible to claim Paterno was actively involved rather than just an enabler — I’m not sorry though. Who knows what his sick fetish was, but there is absolutely zero chance he didn’t know what was going on for decades. If he wasn’t involved, IMO, then he wasn’t as powerful as people assume he was. Meaning, someone more powerful than Sandusky was participating and giving him the tacit authority to do what he was doing.
So, maybe Paterno went to his superiors when he first became aware of it and they threatened him so he kept his mouth shut. Again, this deplorable scenario has played out numerous times in institutions around the world — look at what the final whistle blower has gone through despite having done the right thing. The entire story is surrounded by mystery and innuendo in varying levels of “conspiracy theory”. If there is one thing that is certain, however, it’s that institutional pedophilia is significantly more pervasive that once imagined, and often goes very high up into powerful realms.
I have my own theories on why this is, but without delving too deeply into it, I highly doubt PSU allowed an individual predator to run amok for decades and defy all the known patterns.

And let me respond to myself in stating that all it took was 4 seconds for me to despise James Franklin when, after their first big win under him, he had the audacity to claim that victory as the tonic to help the fan base start the healing process.
