I do not think he does any piloting. He and the other actors were required to do some real flight scenes but They used two-seat jets for the shootings.

From what I’ve seen in the previews, Cruise is flying in the back seat of an F-model F/A-18 Super Hornet. They have the cameras configured to make it look like he is in a single seat jet.

I went down a YouTube rabbit hole a few weeks ago and found a guy named Mover who is a former fighter pilot and he breaks down the trailers. He confirmed the shots are of a 2 seater making it look like Cruise is piloting. I recommend his youtube, hes an engaging storyteller.

I believe they outfitted a plane to look like a fighter jet, but isn't actually a military vehicle. Thus allowing Tom Cruise to actually fly himself.

OK....but where else on Earth are jets like that used? As far as I know, militaries are the only organizations that get access to jets like that. Why else would a vehicle like that be used or needed?

The military does not have exclusive access to fighter jets. Civilians can purchase them under certain circumstances.
